New licensing policy for oil cos likely by 2012

To take up for their hydrocarbon search, the Open Acreage Licensing Policy (OALP) regime will permit oil exploration companies to opt for the blocks they need.OALP is expected to be initiated by 2012.Meanwhile, the introduction of OALP will offer constant prospects to bidders for accelerating the oil and gas search in the country. The Director-General of the Directorate General for Hydrocarbons (DGH), Mr S.K. Srivastava stated that under the OALP, DGH is planning to split the country into grids.This will be further divided into smaller units for exploration purposes.The DGH is working on developing the National Data Repository (NDR), in order to make OALP operational.NDR will archive all exploration and production data under one roof.The companies, however, can submit their expression of interest (EoI) for the area they want.Moreover, OALP is operational in Australia, Canada, and Pakistan. Under OALP companies can select any block on offer at any time.This is without waiting for the regular bid rounds and the blocks will be awarded to the party with the best bid.In the meantime, to begin with, the OALP may be operationalized along with the NELP rounds. Mr Srivastava said that enough measures will be put in place to see whether the bidders are genuine or not. He said that it would be similar to what they have for NELP rounds.This he said on being asked what will be the mechanism to decide whether the bidder is genuine or not.On the other hand, work is also carried out on formulating the policy regarding the sharing of information in the public domain to setting up the NDR.
